The siege involving Loguancio started at the house in Justin Avenue, Glenroy about 7pm (AEDT) on Friday.
Police say they will remain at the scene for as long as it takes to reach a peaceful solution.
‘We’re talking to him and trying to convince him to come out and give himself up to police,’ Victoria Police Superintendent Dean Stevenson said.
‘Our intention at this stage is to maintain the negotiation process and just negotiate a calm and peaceful solution.
‘We’ll remain here for as long as it takes to get that outcome.’
Loguancio’s best friend, Mick Collett, is concerned about the 40-year-old’s state of mind, saying he had sounded agitated in phone calls to him during the standoff.
Police say Loguancio is a significant risk to the community after breaching a supervision order by assaulting his partner and then going into hiding. He threatened to harm himself and others after making contact with police while on the run.
Loguancio had been released on a supervision order after being jailed for 12 years for multiple counts of rape, assault and other offences.
Loguancio, who is alone in a bungalow off the property, emerged at one stage but it is not known if he is armed.
